You have to wonder. Yet there is an old saying, "Do not ascribe to malice that which is adequately explained by stupidity." I'm torn between the two views. But the ravings about annexing Canada and Greenland incline me to think it's a blend of stupidity and malice supported by blind but passionate self interest on the part of the legislature.
